2099 Pennsylvania Avenue is designed by Harry Cobb, design partner of the architectural firm Pei Cobb Freed & Partners. The internationally acclaimed firm is responsible for such landmarks as the East Wing of The National Gallery of Art in Washington, D.C. and The Grand Louvre in Paris, as well as such celebrated office towers as Bank of China Towers, in Hong Kong; IBM headquarters, in Armonk, N.Y.; Texas Commerce Tower, in Houston; and John Hancock Tower, in Boston.
